Canada’s recently released Defence Industrial Strategy (DIS) represents a paradigm shift in the intersection of national security and industrial policy. Central to this strategy is the “Joint Innovation” model – a call for deep, sustained collaboration between the federal government and the private sector to build sovereign capabilities.
