
Jeff Kinder
Executive Director
Science and Innovation at the Institute on Governance
Jeff Kinder has over 35 years of experience in science, technology and innovation (STI) policy in the US and Canada. His US experience includes the National Science Foundation, the National Academies and the Naval Research Laboratory.
In Canada, Jeff has worked in the federal public service at Industry Canada, Natural Resources Canada and the Council of S&T Advisors. From 2015-2017, he led the Federal S&T Secretariat supporting the Minister of Science and Deputy Minister Champion for Federal Science. From 2017-2022, he created and served as Executive Director of the science and innovation area of practice at the Institute on Governance. Now at the Council of Canadian Academies, Jeff is directing assessments of the state of STI in Canada and the state of research infrastructure in Canada.
Jeff is also the inaugural Executive-in-Residence at the Institute on Science, Society and Policy (ISSP) at the University of Ottawa. He serves on the boards of the Canadian Science Policy Centre and the Inclusive Innovation Hub (I2Hub), is a member of the HIBAR Research Alliance governing council, and an advisor to the Ottawa Science Policy Network. A recovering physicist, he holds a PhD in public policy and a Master’s in science, technology and public policy.
